Getting Ready for the SBA 8(a) Program

This course gets you ready to apply for the SBA 8(a) program yourself, on the government's own site. The rules for who qualifies changed in September 2026. You learn the new test, the three money limits, what SBA looks for in ownership and control, and which papers to have in hand.

What holding it opens up

  • You can compete for contracts set aside for 8(a) firms. A set-aside is a contract only certain kinds of small business may bid on.
  • An agency can award a contract to one 8(a) firm without a contest. This is called a sole-source award, and it has dollar limits.
  • SBA gives each firm in the program business development help during its nine years.
  • You can apply to SBA's Mentor-Protege program and form joint ventures with established businesses.
  • Being in the program lets you compete. It does not guarantee a contract.

Decision time

90 days from a complete application

SBA says it has 90 days to decide once it finds your application complete. In September 2026 SBA said it could not estimate how long an individual application will take.

How long it lasts

9 years, one time only

Nine years at most, and only once. A business or an owner that has been through the program cannot enter it again.

What the 8(a) program is

About 7 minutes

  • The 8(a) program is a nine-year business development program run by the SBA. It is named after section 8(a) of the Small Business Act.
  • It is for small businesses that are at least 51 percent owned and controlled by U.S. citizens who are socially and economically disadvantaged. Each of those words has its own test, and this course takes them one at a time.
  • Firms in the program can compete for contracts set aside for 8(a) firms. An agency can also award a contract to one 8(a) firm without a contest, up to dollar limits.
  • There are six things SBA looks at: the business is small, the owners are socially disadvantaged, the owners are economically disadvantaged, they own and control the business, the business has the potential to succeed, and the people behind it have good character.
  • You may enter the program once. A business that has been in it cannot come back, and neither can an owner whose disadvantage a business relied on to get in.
  • We found no government fee for applying. You apply yourself on SBA's own site, called MySBA Certifications.
  • SBA says it has 90 days to decide once it finds your application complete. If papers are missing, that clock has not started.
  • The SBA decides, not OpenBid. OpenBid does not apply for you and does not certify anyone, and this course only helps you get ready.

Watch out

  • Being admitted is permission to compete. It is not a contract, and nobody can promise you will win one.
  • The real application site ends in .gov. We found no government fee, so be careful with any site that charges you to apply.
  • Because you can only enter once, the nine years are worth the most when your business is ready to use them.
